NEW DELHI: For the residents of Chajjupur in northeast Delhi, it was not unusual to see ASI Ramnath Upadhyay fighting with people. He was known to be hot-headed and rude, and would often have altercations with head constable Satyender, his neighbour. He often bragged about his seniority over Satyender and would throw his weight around. But no one imagined he would shoot Satyender.

“He is very quarrelsome. He broke the slab outside our door once,” said Satyender’s aunt, Indra, adding: “He tries to show his power all the time. He could easily let the waste collector to pick up his garbage every morning, but I guess he is too big to pay for such petty things,” she said.
The lanes in the locality are narrow, and with a drain flowing on the left side of the road, movement is anyhow difficult. If any vehicle is parked on the road or garbage is thrown, movement becomes practically impossible. “A waste collector picks up garbage from every house daily. We all pay him just to keep the roads clean,” said Jitender, brother of Satyender.
Satyender had objected to Upadhyay dumping garbage in front of his house when the latter shot him twice in the abdomen.
“Our sixth marriage anniversary is on the 25th of this month. I never expected this to happen as my husband had no enmity with anyone,” said Satyender’s wife Meenu. “The two children are with our neighbours at the moment. They do not even know what has happened to their father,” said a relative.
